Areas of Practice:  State and Local Tax Litigation

Narrative:  Ryan has a unique combination of professional and educational experiences that allow him to appreciate clients’ concerns for technical analysis and to be an effective advocate.  His practice focuses on cases involving sales and use taxes, property taxes, corporate taxes and realty transfer taxes.  Ryan has been involved with various projects at Van Allen LLC since he joined the firm.  For example, he has conducted due diligence reviews that identified significant over-payments of tax and pursued refunds for various financial institutions and research and development companies.  He has also assisted in developing a multi-million dollar tax assessment appeal. 

Prior to joining Van Allen LLC, Ryan served over five years as a Department of the Army civilian in the capacity of a Logistics Management Specialist and Central Case Manager for the United States Army Security Assistance Command.  During that time, Ryan was part of the foreign military sales business for aviation and national army and police programs. 

Ryan attended Widener University Commonwealth Law School in Harrisburg, Pennsylvania as an Evening Division student and is a 2015 graduate.  He graduated first in his division and was the Internal Managing Editor for the 24th Volume of the Widener Law Journal.  He also participated in the 2013 and 2015 Jerome Prince Memorial Evidence Competition in Brooklyn, New York and was selected for membership into The Order of Barristers.  He was recognized for his outstanding legal aptitude as the recipient of both the Dean’s Award and Legal Research & Writing Award upon graduation.  Ryan mentored first year students as an Academic Support Fellow for torts and contracts and was a research assistant for Professor Christopher J. Robinette, where he assisted in researching areas of tort and insurance law.  He spent a semester as a certified legal intern representing indigent clients in various legal matters at the Widener Civil Law Clinic.  He also served as a judicial extern for the Honorable P. Kevin Brobson, Judge of the Commonwealth Court of Pennsylvania. 

Ryan graduated from Millersville University of Pennsylvania in 2011, where he served as President of the Economics Society and was a member of Omicron Delta Epsilon, an International Economics Honor Society.  In 2007, he graduated from Millersburg Area High School.
